SEAL Delivery Vehicles are "free-flooding" — the SEALs riding inside are fully submerged in seawater for the entire mission, breathing compressed air or their own SCUBA gear, not sitting in a dry cabin. Of roughly 2,600 active-duty SEALs, only around 230 are qualified to operate or crew one. In continuous service since 1983, SDVs handle covert insertion into places a surfaced boat never could.
