An ODA — Operational Detachment Alpha — is the 12-man team that's the actual working unit of Special Forces, the ones who train and lead foreign forces under the motto "De Oppresso Liber," to free the oppressed. The skull motif is a common, informal way ODA teams mark their own identity, distinct from official unit insignia.
