A Coast Guard Coxswain has a responsibility usually reserved for officers in other branches: full command of a small boat and everyone aboard it. Permanent award requires five years of certification, with at least two of those years on a Standard Boat. It's considered junior to the Surfman Badge, and the two aren't worn together.
