Established July 31, 2006 by Chief of Naval Operations Admiral Michael Mullen, the EXW gave enlisted sailors in the Navy Expeditionary Combat Command their own warfare qualification for the first time. Just four and a half months later, Master-at-Arms 2nd Class Carl Hurtt became the first sailor ever pinned with it, on Guam. The design layers a patrol boat over a crossed cutlass and M16, set against the same ocean-wave background as the Surface Warfare badge.
